Abstract
This study aims to evaluate the disaster management policies of metropolitan municipalities located in the Mediterranean and Aegean regions, which have a high risk of disaster, through institutional documents. The main objective of this study is to reveal how institutional capacity for disaster response is structured at the local level and how this capacity is reflected through official documents. Given the multi-stakeholder nature of disaster management and the critical role of local governments in this process, municipalities' strategic plans, activity reports, and other institutional documents related to disaster management provide a significant source of data. As part of the research, strategic plans, activity reports, and related institutional documents of 10 metropolitan municipalities located in the Mediterranean and Aegean regions were examined using document analysis methodology as of 2025. During the analysis process, elements related to disaster management, such as institutional structure, planning, implementation activities, inter-institutional coordination, and financial resource allocation, were systematically evaluated in accordance with seven criteria determined within the scope of the study. The findings show that in all of the municipalities examined, disaster management is included in institutional documents such as strategic plans and activity reports. However, it has been observed that there are certain differences among municipalities in terms of institutional structure for disaster management, the existence of specific disaster plans, and the scope of activities at the implementation level. It was also found that in some municipalities, institutional capacity for disaster management was supported by more comprehensive planning and implementation tools, while in others these elements were present at a more limited level. This study aims to contribute to the literature by providing a framework for evaluating the disaster management capacity of local governments through documented evidence.

Bu çalışma, afet riski yüksek olan Akdeniz ve Ege bölgelerinde yer alan büyükşehir belediyelerinin afet yönetimi politikalarını kurumsal belgeler üzerinden değerlendirmeyi amaçlamaktadır. Yerel düzeyde afetlere yönelik kurumsal kapasitenin nasıl yapılandığını ve bu kapasitenin resmî belgeler aracılığıyla nasıl yansıtıldığını ortaya koymak çalışmanın temel hedefini oluşturmaktadır. Afet yönetiminin çok aktörlü yapısı ve yerel yönetimlerin bu süreçteki kritik rolü dikkate alındığında, belediyelerin stratejik planları, faaliyet raporları ve afet yönetimine ilişkin diğer kurumsal belgeleri önemli bir veri kaynağı sunmaktadır. Araştırma kapsamında 2025 yılı itibarıyla Akdeniz ve Ege bölgelerinde yer alan 10 büyükşehir belediyesine ait stratejik planlar, faaliyet raporları ve ilgili kurumsal belgeler doküman analizi yöntemiyle incelenmiştir. Analiz sürecinde afet yönetimine ilişkin kurumsal yapılanma, planlama, uygulama faaliyetleri, kurumlar arası koordinasyon ve mali kaynak tahsisi gibi unsurlar çalışma kapsamında belirlenen yedi kriter doğrultusunda sistematik biçimde değerlendirilmiştir. Elde edilen bulgular, incelenen belediyelerin tamamında afet yönetiminin stratejik planlar ve faaliyet raporları gibi kurumsal belgelerde yer aldığını göstermektedir. Bununla birlikte afet yönetimine yönelik kurumsal yapılanma, özel afet planlarının varlığı ve uygulama düzeyindeki faaliyetlerin kapsamı bakımından belediyeler arasında belirli farklılıklar bulunduğu görülmüştür. Ayrıca bazı belediyelerde afet yönetimine yönelik kurumsal kapasitenin daha kapsamlı planlama ve uygulama araçlarıyla desteklendiği, bazılarında ise bu unsurların daha sınırlı düzeyde yer aldığı tespit edilmiştir. Çalışma, yerel yönetimlerin afet yönetimi kapasitesinin belgeler üzerinden değerlendirilmesine yönelik bir çerçeve sunarak literatüre katkı sağlamayı amaçlamaktadır.
