Abstract
This article questions the historical and methodological legitimacy of subsuming, under the heading of siyāsatnāma, the texts in Islamic and Ottoman literature that convey knowledge and experience to rulers or prospective rulers in the form of counsel so as to enable them to fulfil their duties properly. By investigating the relationship between the past and present uses of this designation, the article demonstrates that siyāsatnāma has been defined in three different ways, in correspondence with the meanings attributed to the concept of siyāsa, and that these definitions point to three distinct bodies of literature. The use of the term siyāsatnāma primarily to denote works written to advise rulers began in the 1940s and has since become increasingly widespread. The main argument of the article is that the growing currency of “siyāsatnāme” as a literary term and genre label owes much to the fact that the work attributed to Niẓām al-Mulk -which, according to the extant manuscripts, is in fact untitled- was published under the title Siyāsatnāma. This editorial choice not only contributed to the work’s becoming widely known under that name, but also had the effect of rendering it both possible for texts of a similar nature to be gradually grouped under the same category. Classifying and analysing texts that share a concern with siyāsa and statecraft without paying sufficient attention to the language and conceptual frameworks of the periods in which they were produced has, unsurprisingly, opened the door to a number of inconsistent interpretations and judgments. In order to address the problems identified in the article, it is proposed that the term siyāsatnāma be reconsidered, and that the literature of counsel to rulers -which in fact ought to be evaluated under the genre of naṣīḥatnāma or pandnāma- be treated instead under a more inclusive and conceptually clarifying umbrella category.
