Abstract

Referees, indispensable elements of sports organizations, continuously interact with athletes, adapt to game flow, and simultaneously evaluate numerous rules and situational data. Referees play a critical role in ensuring justice and order in sports and have undergone profound historical transformation. This study examines the historical development and transformation of sports refereeing from Antiquity to the present using the comparative history method. In ancient Greek society, the Hellanodikai, organizers of the Olympic Games, served not only to maintain sporting order but also as representatives of social authority and figures of high prestige through their fair judgments and ethically transparent lifestyles. With the globalization of modern sports, refereeing has become a professional occupation requiring physical competence, decision-making skills, and psychological resilience. In the Digital Age, technologies such as video assistant referees, hawk-eye systems, and automated offside increase decision accuracy while causing referee authority to evolve from human judgment to data-driven structures. This research employs the comparative history method, which analyzes and interprets events from different or similar times and places. Through this method, refereeing has become a professional occupation encompassing multidimensional features such as physical competence, decision-making skills, psychological resilience, and social representation power. With the globalization of modern sports and media influence, referee decisions are now legitimized through transparency, auditability, and technological support. Various off-field decision review systems, television replays, hawk-eye in tennis, hotspot in cricket, photo-finishes in athletics, automated offside, and electronic line technologies increase decision accuracy. However, these tools have transformed refereeing authority from the human element toward technology. Consequently, refereeing has transformed from highly respected figures of antiquity to decision-making mechanisms controlled by technological tools. This inevitable digital transformation creates a historical situation redefining the understanding of justice in sports and referee decisions today and in the near future.
