Abstract

General Health Insurance (GHI) is a social security mechanism aimed at covering the costs arising from individuals’ health risks. This study evaluates the General Health Insurance system implemented in Türkiye from the perspective of the social welfare state. A qualitative research method was employed, and legislation, official reports, and relevant literature were examined through document analysis. The findings indicate that GHI has increased inclusiveness in access to healthcare services. However, the premium system, income-testing practices, and copayments were found not to fully align with the principles of the social welfare state. In addition, the sustainability of the system, inequalities in access to healthcare services, and the exclusion of certain groups from the system were identified as significant problem areas. The study concludes that GHI in Türkiye has enhanced access to healthcare services and strengthened public assurance in healthcare, particularly for disadvantaged groups.
