Abstract

This study, developed within the EPD-Net Project, examines the construction of a competency-focused, strategic, and holistic human resources management model for building disaster-resilient and sustainable cities. The EPD-Net Project offers a holistic framework based on literature review, case studies, and the development of AI-supported training modules. It defines the necessary human resources competencies for disaster-resilient cities, ensuring that these competencies are measurable, transferable, and sustainable. The EPD-Net Project serves as a unique reference framework that contributes to both academic literature and practice by not only addressing disaster management from a technical perspective but also by presenting a human resources-focused, digitally supported, and ecologically based transformation model. The study examined four key areas: "competency development" efforts addressing disaster risks, including digital skills and environmental awareness; "crisis leadership" efforts encompassing the identification and integration of leading human resources into performance systems during times of crisis; development of "digital literacy and AI-supported" educational models that support continuous learning and improvement cycles; and development of "organizational resilience and adaptation" policies, which include aligning human resources strategies with risk management plans and strengthening institutional resilience to prepare for potential crisis scenarios. The findings reveal that EPD-Net significantly supports individual competencies at both methodological and strategic levels through its AI-supported modules and participatory governance tools. The study emphasizes that disaster resilience can be strengthened not only through investments in technical infrastructure but also through competency-based human resources management, positioning EPD-Net as a theoretical and practical reference model for future ecological planning and crisis management initiatives.
