Abstract

Purpose The main objective of this study is to thoroughly examine the integration potential of electric Vertical Take-Off and Landing (eVTOL) systems into urban transportation networks through multiple perspectives, specifically focusing on legal regulations, technological advancements, Air Traffic Control (ATC) integration, and user acceptance. Methodology: The research was designed with a qualitative approach to evaluate the four key perspectives. Data was collected through semi-structured in-depth interviews with a group of experts (legal professionals, engineers, air traffic controllers, apron staff) and potential users. The interview data were coded using MAXQDA software and analyzed in detail using the thematic analysis method. Findings: The findings indicate that despite the rapid evolution of eVTOL technology, the current legal framework has not yet fully adapted to this progress, revealing regulatory gaps. Furthermore, it was determined that significant infrastructure investments are required for Air Traffic Management systems to accommodate eVTOL integration, and that potential users possess limited knowledge and awareness regarding this new mode of transport. Practical Implications: The study provides guidance to relevant stakeholders on how to fully realize the potential of eVTOL technologies in creating a revolutionary transformation in urban mobility. It highlights the necessity of adopting a holistic strategy that involves updating legislation, accelerating infrastructure (vertiports and ATC systems) investments, and increasing user awareness. Originality: This study makes a significant and original contribution to the field by offering a comprehensive, multi-perspective qualitative assessment that integrates the legal, technological, operational, and social acceptance dimensions of eVTOL integration, and by processing data from primary sources (expert and user interviews) using thematic analysis.
