Abstract
This study examines the understanding of the Sunnah shaped around the groundbreaking work of Abu Ishaq al-Shatibi (d. 790/1388), a leading scholar of methodology in Andalusia, entitled al-Muwafaqat. By focusing on the theory of Makāsid al-Sharī'a (the Objectives of Sharia), Shatibi demonstrates that the Sunnah is not merely a means of transmission, but also a wise and practical guide integrated with the objectives of Sharia. Shâtibî does not limit the Sunnah to the traditional definition of the words, deeds, and approvals of the Prophet Muhammad; he also argues that the Sunnah expresses the right path, which is the opposite of bid'ah (innovation), and can also include the practices of the Companions. In this context, he emphasizes that the ijma' (consensus) of the Companions or their ijtihad (jurisprudential reasoning) in accordance with the spirit of the Qur'an can also be evaluated within the scope of the Sunnah. While the Sunnah ranks hierarchically after the Qur'an in religion, according to Shatibi, this secondary position does not diminish the functional importance of the Sunnah. This is because the Sunnah is a source of explanation (tafsir) and application for the rulings of the Qur'an. The most fundamental function of the Sunnah is to elaborate on the general rulings in the Qur'an, to qualify absolute statements, and to concretize rulings. In particular, the Sunnah details the universal principles of the Qur'an that achieve the ultimate goals of religion, such as maslahat (public interest), including zarûriyyât (necessities), hâciyyât (necessities), and tahsîniyyât (recommendations). In terms of binding force, Shatibi classifies narrations according to their degree of certainty: Mutawatir Sunnahs carry absolute binding force, while ahad reports only acquire the status of shar'i evidence when they are consistent with the general and universal principles of the Qur'an. This method reflects a unique Usul approach centered on Maqasid, showing that in understanding the Sunnah, not only the chain of
