Abstract

This article provides an in-depth analysis of the restoration and reconstruction process; of cultural, spiritual, and intellectual heritage in the liberated territories of Azerbaijan following thirty years of occupation, examining it through ethnological, socio-cultural, and philosophical perspectives. The primary focus of the research is the remediation of the destruction caused by systematic acts of "urbicide" (city-killing) and "culturicide" (culture-killing) within the collective memory of society. Furthermore, it explores the integration of the "Genius Loci" (spirit of place) concept, which symbolizes the region's historical identity, into modern urban planning and restoration strategies. Within the scope of this study—utilizing historical-comparative analysis and contemporary theories of cultural memory—the significance of the region's scientific-philosophical legacy is emphasized, particularly the tradition of the Oriental Renaissance represented by geniuses such as Nasiruddin Tusi and Safiaddin Urmavi, and its strategic importance for global civilization. The article also presents an inventory of libraries, museums, mosques, and examples of civil architecture destroyed during the occupation, supported by current statistical data. It argues that this destruction was not merely a material loss, but a direct assault on the existential security and national identity of the people. The restoration process is evaluated through a multidisciplinary approach, highlighting its role not only as a physical construction activity but also as a key element in healing social traumas, the socio-psychological rehabilitation of the displaced population, and the re-establishment of historical continuity. It is concluded that the cultural regeneration projects carried out under the "Great Return" strategy serve as the cornerstone for sustainable development and the preservation of the ethnocultural fabric in the liberated lands. In this context, the holistic management of tangible and intangible heritage is characterized as an instrument of memory politics for transferring national identity to future generations.
