Abstract
In the first half of the 20thcentury, the First and Second World Wars deeply affected the world's populations. The wars caused hunger and poverty, and children faced deadly diseases. During the first quarter of the 1900s (1900-1918), Azerbaijani philanthropists took care of children facing the threat of starvation. Charitable (Hayriyecilik) and educational (Maarifçilik) institutions for orphan care were established in Azerbaijan. During the Soviet era (1918-1992), these orphanage and foster care institutions operated under state control under the names of Internat Houses (Boarding Schools for Children) and DetDom (Children's Homes/Orphanages). Following the collapse of the Soviet regime in 1992, institutions expanded their services by increasing their number. In our study, we will examine services provided for orphaned and abandoned children in the pre-Soviet, Soviet, and post-independence periods specifically in the Republic of Azerbaijan.
