Abstract

This study examines university–industry collaboration (UIC) from a public finance perspective, analyzing how such collaboration functions as an indirect instrument of public policy. Within the framework of human capital investments, R&D activities, and sectoral development goals, UIC is evaluated as an institutional mechanism that complements the traditional expenditure and incentive tools of public finance. In this context, the study assesses UIC alongside the impacts of direct public research funds, R&D tax incentives, technology development zones (technoparks), and technology transfer offices on the formation of the collaboration ecosystem. This approach is grounded in OECD and European Commission reports and policy documents, which define fiscal policy instruments as primary public intervention mechanisms that determine the direction and intensity of university–industry interaction. Methodologically, the study adopts a qualitative approach to examine the historical development and transformation of university–industry collaboration in Türkiye within the framework of relevant national and international literature, utilizing document review and descriptive analysis techniques. The analysis discusses the catalytic role of the state and the steering effect of public resources throughout the process extending from vocational and technical education practices to the entrepreneurial university model. The findings indicate that when designed within an appropriate institutional framework, university–industry collaboration makes significant contributions to enhancing R&D capacity, developing a qualified workforce, and supporting regional and sectoral development. Nevertheless, it is emphasized that the increasing economic function of academic production must be addressed by maintaining a balance between public interest and academic autonomy.
