Abstract

Bureaucracy, one of the most important tools used to fulfil the aims and functions of the state, is a concept that has continued to evolve and develop over thousands of years in line with human needs. Today, the fundamental basis of the understanding of bureaucracy is M. Weber's ‘bureaucracy theory’ and the theories built upon it. When examining this theory from a historical perspective, specifically in relation to the Ottoman Empire, it is evident that the Ottoman Empire was established and expanded upon the foundations of patrimonial states with strong state structures, such as the Anatolian Seljuk Empire, the Ilkhanids, and the Mamluks, and developed its bureaucratic structure and ‘established order’ in line with the needs of the era. The Ottoman bureaucracy, a typical example of Weber's definition of patrimonial bureaucracy, sought to emphasise the centralisation of Ottoman authority around the sultan through practices and legal regulations implemented throughout the country from the reign of Fatih Sultan Mehmed, considered the second founder of the state. During the process that began in the reign of Selim III, gained momentum with Mahmud II, and reached its peak in the Tanzimat period, the Ottoman bureaucracy took steps towards rational bureaucratisation in the Weberian sense, while at the same time accepting the superiority of the West and entering a period in which the French administrative approach gained strength in the Tanzimat period. From this period until the collapse of the Ottoman Empire, as a result of the reforms, the bureaucracy became independent from the sultan and, especially during the Committee of Union and Progress period, attained a position of power that could even override the sultan in decision-making processes. In order to understand the legacy upon which the bureaucratic organisation of the Republic of Turkey is based, this study focuses on the developments that took place during the evolutionary process from patrimonial bureaucracy to incomplete rational bureaucracy in the Ottoman Empire, the traces of which can still be seen today, within the context of historical continuity. In this context, Weber's theory of bureaucracy is taken as the focal point, and the transformation and development of bureaucracy from the reign of Fatih Sultan Mehmed to the collapse of the Ottoman Empire is examined in the context of historical heritage, changes in understanding, events that caused disruption, and the reforms that were implemented.

III.
