Abstract
This article provides a comprehensive analysis of the role of the Republican People’s Party (Cumhuriyet Halk Partisi – CHP) in th e formation and institutionalization of women’s rights in Turkey from the late Ottoman period to the mid-twentieth century. The point of departure for the study is the reform process initiated during the Tanzimat era and the Second Constitutional Period, during which women first began to participate actively in social, educational, and intellectual life through the establishment of periodicals, associations, and philanthropic organizations. Special emphasis is placed on the policies of the CHP during the early Republican period, particularly the reformist leadership of Mustafa Kemal Atatürk. The study demonstrates that gender equality was not conceived as an isolated social issue but rather as an integral component of the broader project of constructing a secular, democratic, and national state. The adoption of the Law on the Unification of Education (1924) and the Civil Code (1926) laid the legal foundations of gender equality in the fields of education, marriage, divorce, inheritance, and guardianship, despite the persistence of certain patriarchal elements within family law. The article examines in detail the process through which women were granted political rights, a process characterized by both institutional support from the ruling party and significant resistance within parliament. It is emphasized that the expansion of women’s political rights occurred gradually: from participation in local elections (1930) and eligibility for the office of village head (1933) to the attainment of full suffrage and the right to stand for parliamentary elections in 1934. Particular attention is devoted to the representation of women in the Grand National Assembly of Turkey, including their professional backgrounds, participation in parliamentary committees, and their limited yet symbolically significant contributions to the legislative process. The article concludes that the CHP’s approach to women’s rights can be characterized as a form of “state feminism,” in which reform initiatives were driven primarily by the state and the ruling elite. Although these reforms formally granted women equal civil and political rights, their actual representation and influence within political life remained limited and subject to fluctuation depending on the prevailing political regime. Nevertheless, the study underscores that it was during the period of CHP rule that the legal and institutional foundations of the status of Turkish women were established, exerting a long-term influence on the democratization of Turkish society.
