Abstract

This qualitative research compares experiences and perspectives of teachers from the former Visual Impairments licensure program and the current Special Education Teacher licensure program, all working with students with visual impairments. In Türkiye, the Council of Higher Education replaced separate undergraduate programs with a unified Special Education Teacher program in 2016. Semi-structured interviews were conducted with 14 teachers — seven from each program — all with at least two years of experience. Data were content-analyzed within a phenomenological design, yielding nine themes. Both groups reported acquiring competencies in braille, orientation and mobility, and applied behavior analysis, though practical opportunities remained limited. Teachers supported academic achievement via individualized education plans, concrete materials, family cooperation, and digital technologies, while using peer mentoring, reverse inclusion, and goalball for social skills. Special education program graduates relied more heavily on in-service training and mentorship to compensate for limited field-specific practice, yet reported lower self-efficacy than Visual Impairments program graduates. Findings indicate that educational background directly shapes teachers' confidence in instructional flexibility and material adaptation.
