Abstract
In this our study, the tenure process of Cemal Arık, who served as the mayor of İnegöl Municipality between 1989-1994, his services and the activities carried out in general terms related to the period in question were discussed. The aim of our study is to reveal the way in which the activities of Cemal Arık during his service period were handled in the local press. Regarding the subject, Yıldırım and Bizim İnegöl newspapers, which continued their publications in İnegöl on the relevant dates and had an important place in the local press, were scanned. In order to support the issues in the press with official data, İnegöl Municipality Council Minutes were scanned and included in the study. The collected data were classified and analyzed. After the analysis, it was observed that the Mayor actively used the press during his tenure, held a press conference once every 15 days and informed about the works to be carried out and carried out, followed the agenda through the press, as well as sending articles to the newspapers and choosing to interact with the people of the district by conveying the statements that the press usually included on the first page. In the study, municipal services are classified as activities and other activities within the scope of municipal services. In order to meet the needs of the people as municipal activities, the openings of parks, kindergartens, soup kitchens, health centers, the works carried out to solve the problems experienced by the city regarding traffic, the measures taken to prevent air and environmental pollution and the studies carried out for the establishment of a treatment plant were discussed. As other services, tourism, sports, culture and art and various activities and openings held on the anniversaries of the liberation of İnegöl, which has an important place for İnegöl, from enemy occupation were discussed. In addition to the positive reactions of the public to the activities carried out, there were service requests in cases where they found it insufficient. From time to time, criticisms were directed by the people and opposition parties, and it was seen that Cemal Arık responded to the criticisms and demands. Bu çalışmamızda, İnegöl Belediyesi’nin 1989-1994 tarihleri arasında belediye başkanlığı yapan Cemal Arık’ın görev süreci, hizmetleri ve söz konusu dönem ile ilgili genel hatlarıyla gerçekleştirilen faaliyetleri ele alınmıştır. Çalışmamızın amacı yerel basında Cemal Arık’ın hizmet süreci boyunca gerçekleştirdiği faaliyetlerin ele alınış şekli ortaya konulmaya çalışılmıştır. Konuyla ilgili olarak, İnegöl’de ilgili tarihlerde yayınlarını sürdüren ve yerel basında önemli yere sahip olan Yıldırım ve Bizim İnegöl gazeteleri taranmıştır. Basında yer alan konuları resmî verilerle desteklemek amacıyla İnegöl Belediyesi Meclis Tutanakları taranarak çalışmaya dahil edilmiştir. Toplanan veriler, sınıflandırılarak analiz edilmiştir. Yapılan analiz sonrasında Belediye Başkanı’nın görev süreci boyunca basını aktif bir şekilde kullandığı, 15 günde bir defa basın toplantısı düzenleyerek gerçekleştirilmesi hedeflenen ve gerçekleştirilen çalışmalar ile ilgili bilgilendirme yaptığı, gündemi basın üzerinden takip etmesinin yanı sıra gazetelere yazılar göndererek basının genellikle ilk sayfada yer verdiği açıklamalarını iletmek yoluyla ilçe halkı ile etkileşim kurma yolunu seçtiği gözlemlenmiştir. Çalışmada, belediye hizmetleri, belediyecilik hizmetleri kapsamında yer alan faaliyetler ve diğer faaliyetler olarak sınıflandırılarak açıklanmıştır. Belediyecilik faaliyetleri olarak halkın ihtiyaçlarına cevap verebilmek amacıyla park, kreş, aşevi, sağlık ocağı açılışları, şehrin trafik ile ilgili yaşadığı sorunları çözmek amacıyla gerçekleştirilen çalışmalar, hava ve çevre kirliliğini önleme konusunda alınan önlemler ve arıtma tesisi kurulması için yapılan çalışmalar ele alınmıştır. Diğer hizmetler olarak turizm, spor, kültür-sanat ve İnegöl için önemli yere sahip olan İnegöl’ün düşman işgalinden kurtuluş yıl dönümlerinde gerçekleştirilen çeşitli faaliyetler ve açılışlar ele alınmıştır. Gerçekleştirilen faaliyetlere yönelik halkın olumlu tepkilerinin yanında yetersiz bulduğu durumlarda hizmet talepleri söz konusu olmuştur. Zaman zaman halk ve muhalif partiler tarafından eleştiriler yöneltilmiş, Cemal Arık yöneltilen eleştirilere ve taleplere cevap verdiği görülmüştür. Çalışmamızda, Cemal Arık döneminin basın açısından ele alınmasıyla, gerçekleştirilen hizmetlerin ve faaliyetlerin halk tarafından nasıl değerlendirildiğini gözlemleyebilme fırsatı ve ayrıntılarına dair bilgiler sunabilmek hedeflenmiştir.
