Abstract
This study aims to evaluate the institutional structure, functioning, and contribution of city councils to local democracy within the framework of participatory decision-making mechanisms in local governments. The study first examines the concepts of participatory governance, local democracy, governance, and participatory decision-making, and then focuses on the emergence, legal basis, and institutional structure of city councils in Türkiye. In this context, the multi-actor structure of city councils, which brings together different social and institutional actors, is evaluated based on the Municipal Law No. 5393 and the Regulation on City Councils. The study also evaluates the role of city councils in participatory decision-making processes by drawing on the findings of previous empirical studies. The findings indicate that city councils have significant potential to increase citizens’ participation in local government, incorporate the views of different social groups into decision-making processes, and promote the development of a common understanding at the local level. However, the existence of city councils alone does not guarantee effective participation. Citizens’ awareness of city councils, the participation of different social groups, cooperation among participating actors, and the extent to which the views developed within city councils are reflected in municipal decision-making processes emerge as key factors affecting their effectiveness. Consequently, strengthening the contribution of city councils to local democracy depends not only on their institutional structure but also on improving the quality of participatory relationships in practice.
