Abstract
This study examines the historical transformation of the concepts of “region” and “regionalization” within the organizational structure of the Turkish state, through a long-term perspective from the Ottoman period to the present. It analyzes how the administrative structure evolved from the eyalet and sanjak system of the Ottoman Empire to a centralized provincial system during the Tanzimat era, and how it was reshaped in the Republican era through various institutional arrangements such as general inspectorates, State of Emergency Regional Governorships, the Southeastern Anatolia Project (GAP), and Development Agencies. The study discusses how the region has functioned as a strategic tool to balance administrative functionality and political unity, and how regionalization has often taken the form of reinforcing central control rather than enabling local autonomy. It also explores how the transition from planned development policies to a neoliberal governance framework—particularly under the influence of European Union harmonization—has transformed regional governance. Employing a historical and comparative approach, the analysis interrogates the limits and possibilities of regionalization policies within the unitary state structure, contributing to debates on democratic participation and local autonomy.
