Abstract
The registers kept by the Sicill-i Ahvâl Commission, which was established in 1879 during the reign of Sultan Abdülhamid II, recorded all changes throughout the official careers of civil servants. Thanks to these registers, it is possible to obtain detailed information on civil servants’ birth and family backgrounds, the schools they attended, the courses they completed, and the languages they knew, including their level of proficiency. The registers also contain information regarding the positions held during their careers, salaries they received, appointment and dismissal processes, decorations and medals awarded, as well as illnesses they experienced. This study will examine the contributions of eleven Polish-origin civil servants who served in the Ottoman Empire based on their biographies. The study also made use of archival documents identified through searches conducted in various fonds, in addition to the Sicill-i Ahvâl registers. It also aims to contribute to future biographical studies, research on the employment of foreign civil servants, and studies on Ottoman institutions by providing guidance and serving as a reference source.
Özet
Sultan II. Abdülhamid Han Dönemi’nde 1879 yılında kurulan Sicill-i Ahvâl Komisyonu tarafından tutulan defterlere devlet memurlarının memuriyet hayatlarındaki her türlü değişim kaydedilmiştir.
