Özet
Sosyal politikaların kurumsallaşma süreci bağlamında sosyal devletin temel amacı iyilik halinin sağlanmasıdır. Sosyal devlet yapmış olduğu harcamalar yoluyla bireysel ve toplumsal refahın artırılmasını hedeflemektedir. Söz konusu hedefin gerçekleşmesine yönelik yapılan harcamalar içerisinde emeklilere ve yaşlılara yönelik harcamaların önemli bir payı bulunmaktadır. Bu çerçevede çalışma ile sosyal koruma harcamaları içerisinde önemli bir yere sahip olan emeklilere yönelik harcamalar ve yoksulluk konusunda kısa bir değerlendirme yapılması ön görülmüştür. Çalışma, alan yazında yer alan kaynaklar ve yayımlanmış verilerden yararlanılarak gerçekleştirilmiştir. Sosyal koruma harcamalarının ve özelliklede sosyal koruma harcamaları içerisinde önemli bir yere sahip olan emekli ve yaşlılara yönelik harcamaların yoksulluğun önlenmesinde önemli bir yere sahip olduğu değerlendirilmektedir.
