Natural disasters are not only limited to physical destruction and loss of life, but also have profound effects on human rights. This article examines the complex relationship between natural disasters and human rights and emphasizes the importance of a human rights-based approach in disaster management. While disasters threaten people's fundamental rights from the right to life to shelter and health services, especially vulnerable groups (women, children, the elderly, the disabled, refugees and minorities) are disproportionately affected in this process. The study addresses issues such as the protection of human rights within the framework of international law and the role of states in disaster response. In addition, the right to access information and communication in disasters, the provision of justice and measures to be taken against human rights violations are also detailed. In this context, stronger cooperation and solidarity strategies are required among states, NGOs and international organizations. As a result, the protection of human rights in natural disasters requires strong policies and structural reforms at both national and international levels. Doğal afetler, sadece fiziksel yıkım ve can kayıplarıyla sınırlı kalmayıp insan hakları üzerinde de derin etkiler yaratır. Bu makale doğal afetlerin insan haklarıyla olan karmaşık ilişkisini inceleyerek afet yönetiminde insan haklarına dayalı bir yaklaşımın önemini vurgulamaktadır. Afetler, insanların yaşam hakkından barınma ve sağlık hizmetlerine kadar temel haklarını tehdit ederken, özellikle savunmasız gruplar (kadınlar, çocuklar, yaşlılar, engelliler, mülteciler ve azınlıklar) bu süreçte orantısız bir şekilde etkilenir. Çalışmada uluslararası hukuk çerçevesinde insan haklarının korunması, devletlerin afet müdahalesindeki rolü gibi konular ele alınmaktadır. Ayrıca afetlerde bilgiye erişim ve iletişim hakkı, adaletin sağlanması ve insan hakları ihlallerine karşı alınması gereken önlemler de detaylandırılmaktadır. Sonuç olarak doğal afetlerde insan haklarının korunması hem ulusal hem de uluslararası düzeyde güçlü politikalar ve yapısal reformlar gerektirir. Bu makale afet yönetiminde insan haklarına dayalı politikalar geliştirilmesi gerektiğini savunarak, gelecekteki afetlerde mağdurların haklarının daha etkin bir şekilde korunmasına yönelik öneriler sunmaktadır.
