Türkiye is a country that experiences devastating earthquakes because it lies on active fault lines. In the aftermath of these disasters, maintaining public order, contributing to search-and-rescue operations, and delivering humanitarian aid to those in need are vital responsibilities not only for civilian institutions but also for law enforcement agencies. This study examines the functioning of Türkiye’s disaster management system in the context of the Kahramanmaraş and Hatay earthquakes that occurred on 6 February 2023, and particularly explores the multidimensional duties and responsibilities of the General Command of the Gendarmerie during the disaster process. The study evaluates the Gendarmerie’s activities in search and rescue, security, logistical support, evacuation, and psychosocial assistance in light of national disaster response mechanisms and international comparisons. Drawing on a literature review, field data, and official reports, it offers a comprehensive analysis and also develops policy recommendations. The findings indicate that the General Command of the Gendarmerie is not merely a security actor but also a strategic institution for establishing public trust, strengthening social solidarity, and accelerating post-disaster social reconstruction.

Türkiye, aktif fay hatları üzerinde bulunması nedeniyle yıkıcı depremlerle karşılaşan bir ülkedir. Bu afetlerin ardından kamu düzenini korumak, arama-kurtarma çalışmalarına katkı sağlamak ve ihtiyaç sahiplerine insani yardım ulaştırmak, yalnızca sivil kurumların değil, kolluk güçlerinin de üstlenmesi gereken hayati sorumluluklar arasındadır. Bu çalışma, 6 Şubat 2023 tarihinde meydana gelen Kahramanmaraş ve Hatay depremleri bağlamında Türkiye’nin afet yönetimi sisteminin işleyişini ele almakta ve özellikle Jandarma Genel Komutanlığının afet sürecindeki çok boyutlu görev ve sorumluluklarını incelemektedir. Çalışmada, Jandarma Genel Komutanlığının arama-kurtarma, güvenlik, lojistik destek, tahliye ve psikososyal yardım alanlarındaki faaliyetleri, ulusal afet müdahale mekanizmaları ve uluslararası karşılaştırmalar ışığında değerlendirilmektedir. Çalışma; literatür taraması, saha verileri ve resmî raporlara dayalı olarak kapsamlı bir analiz sunmakta; ayrıca politika önerileri geliştirmektedir. Bulgular, Jandarma Genel Komutanlığının yalnızca bir güvenlik aktörü değil, aynı zamanda toplumsal güvenin tesis edilmesi, sosyal dayanışmanın güçlendirilmesi ve afet sonrası toplumsal yeniden yapılanmanın hızlandırılması açısından stratejik bir kurum olduğunu ortaya koymaktadır.
