Abstract

This study analytically examines the contribution of intelligent systems to economic resilience in disaster management. The increasing frequency of disasters has heightened the fragility of not only humanitarian but also economic systems. This has made the use of digital technologies a strategic necessity in disaster management. The study compares Artificial Intelligence (AI), Internet of Things (IoT), Digital Twin (DT), and Cyber-Physical Systems (CPS) using the Analytic Hierarchy Process (AHP) method to assess their contribution levels to economic resilience. Five main criteria were considered: economic loss reduction, implementation cost, deployment speed, sustainability, and governance risks. The results indicate that the Internet of Things stands out as the top-priority technology for enhancing economic resilience. IoT systems contribute directly to reducing economic losses through real-time data flow and resource management capabilities during disasters. Artificial Intelligence is effective in decision support and resource allocation optimization, while Digital Twin and Cyber-Physical Systems play complementary roles in sustainability and risk forecasting. The findings demonstrate that digital transformation strategies are critical tools for strengthening economic resilience.
