Abstract
The foundations of the Istanbul Metropolitan Municipality were laid in the mid-19th century, during the final years of the Ottoman Empire. This structure, established under the name of the Şehremaneti (City Administration), was not entirely successful in meeting the needs of the city of Istanbul. There are many reasons for this. However, those appointed to head the Istanbul Şehremaneti tried to remedy these shortcomings. One of these was the need for a municipal publication. Mayor Cemil (Topuzlu) Pasha wanted to create a magazine that addressed city issues, but he did not achieve his goal. During the Second Constitutional Era, a statistical journal called Istanbul Municipality Statistics Journal was published, with a total of four issues, but it was insufficient. In the Republican era, Mayor Emin (Erkul) Bey, who was appointed to head the Istanbul Şehremaneti, took up this issue and began publishing a city magazine called Istanbul City Administration Journal under the signature of the Directorate of Compilations and Statistics. At that time, Osman Nuri (Ergin) Bey, who also had studies on city history, headed this directorate. The journal includes information and articles on municipal legislation, statistics, housing and zoning issues, city news, legal disputes arising from municipal practices, official correspondence, and traffic regulations, as well as research on the history of Istanbul and its ancient monuments. İstanbul Büyükşehir Belediyesinin temelleri Osmanlı Devleti’nin son dönemlerinde 19. yüzyılın ortalarında atılmıştır. O dönem Şehremaneti namıyla kurulan bu yapı İstanbul Şehrinin ihtiyaçlarına karşılık verme noktasında tam anlamıyla başarılı olamamıştır. Bunun birçok sebebi vardır. Bununla birlikte İstanbul Şehremanetinin başına getirilen isimler bu eksiklikleri gidermeye çalışmıştır. Bunlardan biri de belediyeye ait bir yayın organının olması gerektiğidir. Cemil (Topuzlu) Paşa şehir meselelerinin dile getirildiği bir mecmua hayata getirmek istemiş fakat amacına ulaşamamıştır. 2. Meşrutiyet döneminde İstanbul Beldesi İhsaiyat Mecmuası adıyla bir istatistik dergisi neşredilip toplam dört sayı basılmış ancak yeterli olmamıştır. Cumhuriyet döneminde ise İstanbul Şehremanetinin başına getirilen Şehremini Emin (Erkul) Bey bu konuya el atmış ve Müdevvenat ve İhsaiyat Müdüriyeti imzasıyla İstanbul Şehremaneti Mecmuası adıyla bir şehir dergisi yayınlanmaya başlamıştır. O dönem bu müdüriyetin başında şehir tarihi ile ilgili çalışmaları da bulunan Osman Nuri (Ergin) Bey’dir. Dergide belediye ile ilgili mevzuat, istatistikler, iskân ve imara dair konular, şehir haberleri, belediye uygulamalarından doğan hukukî ihtilâflar, resmî yazışmalar, trafik yönetmelikleri hakkında bilgi ve yazılar yanında İstanbul’un tarihi ve şehrin eski eserlerine dair araştırmalara da yer verilmiştir. Bu çalışmada ele alınan konular batı belediyeciliği ve dünyada yaşanan şehircilik meseleleri olacaktır.
