Abstract
This study comparatively examines the accounting and financial reporting approaches applied in SASFs within the frameworks of the UCA and the Financial Reporting Standard for Non-Profit Organisations (NPFRS). The accounting treatment of central budget allocations to SASFs is analysed under both frameworks using a case study approach. The findings indicate that, under UCA-based practices, appropriations recorded in account 602 Other Revenues at the time of receipt may create technical period-end differences, while accumulating unused resources in account 590 Net Period Result renders the restricted/unrestricted distinction invisible. Under the NPFRS framework, revenue items are presented separately as restricted and unrestricted in the Income and Expenditure Statement. Unconditional contributions are recognised upon receipt as Government Assistance revenue. Conditional contributions are recorded as Deferred Revenue (a liability) upon receipt in account 480 until conditions are fulfilled; once conditions are met, the amount is transferred to the restricted column of the Income and Expenditure Statement as Government Assistance revenue, the period surplus remains zero as revenue equals expenditure, and the unrealised portion continues to be carried as a liability in account 480. Unused restricted resources are tracked as movements in restricted and unrestricted net assets in the Statement of Changes in Net Assets. Note disclosures are also required under this framework, including grouping of restricted contributions by nature and purpose and disclosure of reclassifications from restricted to unrestricted net assets. These features enable financial statements to more closely reflect the economic substance of public resources managed by SASFs and to provide more informative accountability to financial statement users.
Özet
Bu çalışma, SYDV’lerde uygulanan muhasebe ve finansal raporlama yaklaşımlarını Tekdüzen Hesap Planı (THP) ile Kâr Amacı Gütmeyen Kuruluşlar Finansal Raporlama Standardı (KAGİ FRS) çerçevesinde karşılaştırmalı olarak incelemektedir. Araştırmada, SYDV’lere merkezi bütçeden tahsis edilen kamu kaynaklarının muhasebeleştirilmesi her iki yaklaşım kapsamında örnek olay yöntemiyle ele alınmıştır.
