Abstract
Industrial accidents are largely preventable events that threaten worker health, production continuity, and the ecosystem. Toxic substances released as a result of physical factors such as gas emissions, fires, and explosions pose acute or chronic risks to living organisms. This study analyzes Provincial Disaster Risk Reduction Plan (IRAP) reports to determine the risk approaches of provinces regarding industrial accidents. The analysis is based on seven criteria and uses a three-part rubric scale. The findings indicate that 22 of the 79 provinces lacked any data on industrial accidents, 27 provinces only mentioned them conceptually, 8 provinces had superficial explanations, and 22 provinces had comprehensive assessments. The average assessment score for the provinces was determined to be 12.88. This suggests that IRAP reports are generally at a "weak-medium" level. The findings indicate a need to increase the space allocated to industrial accidents in IRAP reports. The study aims to contribute to local risk reduction strategies and future scientific research.
