Abstract
The aim of this study is to examine the principle of participation in the party programs of political parties, which are among the main actors of democracy. The principle of participation is a principle that has existed from the past to the present, but has become more important in the context of the changing understanding of administration since the 1970s. In this context, it is known that a wide range of steps have been taken on the issue of participation in specific countries, and political parties, which have a very important place in country administrations and democratic governments, also include the issue of participation in their own documents. Within the framework of this study, party programs, which can be expressed as the identity of the parties among these documents, and which are generally considered as the action plan that distinguishes one political party from another and draws the general framework of which and what kind of wishes, needs and expectations of the citizens will be met after gaining power, are discussed. In this context, the programs of the parties in the 28th Term of the Grand National Assembly of Türkiye were examined through document analysis, one of the qualitative research techniques. After the examination, it is seen that although the parties include common statements on most basic issues on participation, they differ at certain points.

Bu çalışmanın amacı demokrasinin temel aktörlerinden olan siyasi partilerin, parti programlarında katılım ilkesini ele almaktır. Katılım ilkesi geçmişten günümüze mevcut olan ancak 1970’lerle birlikte değişmeye başlayan yönetim anlayışları kapsamında daha önemli hale gelen bir ilkedir. Bu kapsamda ülkeler özelinde katılım hususu konusunda çok çeşitli adımların atıldığı bilinmekle birlikte ülke yönetimlerinde ve demokratik yönetimlerde çok önemli bir yere sahip olan siyasal partiler de katılım hususuna kendi belge ve dokümanlarında yer vermektedirler. Çalışma kapsamında bu belge ve dokümanlar içerisinde partilerin kimliği olarak ifade edilebilecek olan ve genel anlamda bir siyasi partiyi diğerinden ayıran, iktidarın elde edilmesi sonrasında vatandaşların hangi ve ne tür istek, ihtiyaç ve beklentilerinin karşılanacağının genel çerçevesini çizen eylem planı olarak değerlendirilen parti programları ele alınmıştır. Bu bağlamda 28. Dönem Türkiye Büyük Millet Meclisi’nde yer alan partilerin programları nitel araştırma tekniklerinden olan doküman analizi ile incelenmiştir. Yapılan inceleme sonrasında partilerin katılım noktasındaki çoğu temel konuda ortak ifadelere yer vermekle birlikte, belirli noktalarda ayrıştıkları görülmektedir.
