Abstract

Abstract The purpose of this study is to examine the education of students with special needs from the perspective of inclusive education through national and international policy documents, legal regulations, official reports, and scientific studies. The research was conducted within the framework of a qualitative research approach and was based on a document analysis design. Within the scope of the study, national and international documents, legislative texts, official reports, and scientific studies related to the education of students with special needs were examined. The collected data were analyzed through content analysis. The findings indicate that, from an inclusive education perspective, the education of students with special needs should not be limited to school access or placement in inclusive classrooms. Rather, it should be evaluated within the framework of access and participation, the quality of educational environments and support services, teacher competence, family–school–institution collaboration, and policy and implementation dimensions. The reviewed documents reveal that Türkiye has established a strong legal and institutional framework regarding the education of students with special needs. However, they also indicate that there remain areas requiring further improvement, particularly in the quality of support services, teachers’ professional competencies, accessible learning environments, and multi-stakeholder collaboration during the implementation process. In conclusion, the study demonstrates that, for students with special needs, inclusive education is not merely a matter of being included in the education system; rather, it is a multidimensional process associated with active participation in learning, access to appropriate support services, and meaningful engagement in school life. In this respect, the study is considered to provide a theoretical foundation for inclusive education policies and practices by bringing together the fragmented body of knowledge in the field within a comprehensive framework.
