Abstract

This study examines the long-term and regional dynamics of commercial aviation accidents across eight International Air Transport Association (IATA) operator regions during the 2005–2025 period. A balanced panel dataset comprising 168 region-year observations was constructed using accident and sector data obtained from the IATA Interactive Safety Report. The dependent variable is the annual number of accidents. To control differences in flight volume across regions and years, the natural logarithm of the number of sectors was incorporated into the models as an offset term. A Poisson regression model with regional fixed effects and HC1 robust standard errors was used as the main specification, while a Negative Binomial model was estimated as a robustness check for potential overdispersion. The Poisson results indicate a statistically significant long-term decline in the expected accident rate per million sectors. The incidence rate ratio for the time trend is 0.936, corresponding to an average annual decrease of approximately 6.4% in the expected accident rate. After controlling flight volume, the pandemic-period indicator is not statistically significant. In contrast, the pandemic indicator is negative and significant in the comparison model without the sector offset, indicating that the decline in raw accident counts during the pandemic largely reflects the contraction in flight volume. Statistically significant differences in accident rates are also identified across operator regions. The Negative Binomial results confirm both the negative long-term time trend and the absence of a statistically significant pandemic-period association. Overall, the findings demonstrate that raw accident counts should be evaluated together with flight volume when assessing commercial aviation safety performance.
