Abstract

Today, cities are confronted not only with rapidly growing populations and uncontrolled, unplanned development, but also with multidimensional vulnerabilities arising from climate change and disaster risks. This study aims to move urban green spaces beyond their conventional definition and function as “social infrastructure” by examining them within a thematic and integrated functional framework from the perspectives of urban planning, climate change, and disaster management. Within the scope of the research, urban green spaces are classified through a systematic matrix based on their general characteristics and functions across small-, medium-, and large-scale typologies (street, neighborhood, city, and regional levels). Employing literature review and legislative analysis methods, the study identifies that the current zoning and planning legislation positions green spaces as a secondary consideration in relation to disaster and climate resilience. The study emphasizes that, in the site selection and spatial organization of green spaces, planning approaches should go beyond purely quantitative standards and instead adopt integrated, multifunctional design strategies, principles, and tools aligned with urban morphology. The findings provide a strategic guide for local governments and policymakers in building disaster-resilient and sustainable cities and in enhancing urban quality of life.
