Abstract

Climate change is one of the most critical issues facing the world. The impacts of climate change are felt differently across various geographical areas. In the fight against these impacts, various strategies and action plans are being developed for cities. These action plans and strategies should be created in a way that provides solutions to the unique issues of each geography. In today's action plans and strategies, many targets cannot be implemented due to various reasons. The effective reflection of the strategies and action plans developed for cities in spatial decisions is crucial in combating the impacts of climate change. The extent to which the strategies in urban action plans align with spatial decisions can be detected through remote sensing systems. This study is structured in two stages, including the content analysis of the climate action plans of Trabzon and Şanlıurfa and land cover analysis with the controlled classification method to evaluate the content and spatial effectiveness of climate action plans in different geographies. As a result of the analysis, land cover amounts and distributions were determined for these two cities with controlled classification by using the Google Earth Engine platform and Sentinel-2 satellite images. The content analysis of the climate action plans was created, and their coherence with spatial decisions on land cover was evaluated. As a result, solution suggestions were presented to increase their effectiveness in the fight against climate change.
