Abstract
This study, in general, attempts to deal with the effort of Turkey in order to articulate to the world system throughout 1960‟s with regard to „planning and planned development‟ paradigm. The conception of the planning in the world is examined and as a distinctive case Turkey is considered in terms of preparation period, listing of permanent staff, political interventions, influence of the international organizations etc. The aim of this study is mainly constitute a perspective on the background of the comprehension of the planning. This background enables to make observations on the capacity of the state to produce policies during related period and characteristic of the relation between state and class. The results of this research also enable to evaluate Turkey‟s economic development strategy during 60‟s within the context of „organizational model of the state‟
Özet
Bu çalışmada, “planlama ve planlı kalkınma” paradigması bağlamında Türkiye‟nin 60‟lı yıllarda dünya sistemine eklemlenme çabaları ele alınmıştır. Dünya sistemindeki planlama anlayışı incelenmiş, Türkiye deneyiminin kendine özgü niteliği ise; hazırlık süreci, kadro oluşturulması, politik müdahaleler, uluslararası kuruluşların etkisi vb. açısından değerlendirilmeye çalışılmıştır. Çalışmanın amacı, planlama anlayışının arka planına dair bir bakış açısı oluşturmaktır. Arka plan; incelenen dönemde devletin politika üretme kapasitesinin ve devlet- sınıf ilişkisinin niteliğine ilişkin bazı gözlemler yapma olanağını sunmaktadır. Elde edilen sonuçlar, Türkiye‟nin 60‟lı yıllarda izlediği iktisadi kalkınma stratejisini, „devletin örgütlenme modeli‟ kapsamında değerlendirme olanağı sunmaktadır
