Abstract

In the first quarter of the twenty-first century, the global economic structure is undergoing a radical transformation from traditional industrial production to a knowledge and data economy. This study systematizes and examines the historical evolution of knowledge society indices in three generations and analyzes Turkey's position in these indices. First-generation indices (1960-2000) focused on basic information infrastructure; second-generation (2000-2015) expanded to digital economy; third-generation (2015-present) includes new parameters such as artificial intelligence, big data and cybersecurity. Four main international indices (KEI, NRI, IDI, DESI) were comparatively examined and Turkey's performance was evaluated. Findings show that Turkey is positioned at medium level in infrastructure and access dimensions, while exhibiting significant vulnerabilities in innovation capacity and advanced digital skills. Brain drain, particularly concentrated in information and communication technologies, indicates a deepening human capital crisis. The study presents policy recommendations in index-oriented strategic framework, advanced digital skills, infrastructure leap and data economy areas.
