Abstract

This article argues that the artificial intelligence (AI)-focused competition between the United States (US) and the People's Republic of China (PRC) constitutes a ‘new generation Cold War’ that is shaping the geopolitical dynamics of the 21st century. The central argument is that this struggle transcends a mere economic race, representing a fundamental power struggle to define the future global order, military doctrines, and international norms. The article examines the historical backgrounds of the parties and the origins of the competition, analysing the opposing national AI strategies of the US innovation model based on private sector leadership and the state-supported Chinese development model. The main fronts of the technology wars, such as semiconductors, 5G infrastructure, data dominance, and algorithmic superiority, are detailed. The military, economic, and governance dimensions of the competition are addressed alongside the effects of the ‘technological decoupling’ process on global supply chains and the pressure it exerts on third countries. Turkey's position in this new geopolitical equation is evaluated within the framework of the ‘National Technology Initiative’ and the search for strategic autonomy. The main conclusion reached is that technological dominance is now the most critical component of national power and that this competition, which encompasses both conflict and cooperation, is laying the foundations for a new world order in the age of artificial intelligence.
