Abstract
This study examines the emergence, development, and institutionalization of district governorship (kaymakamlık) examinations within the framework of the post-Tanzimat bureaucratic transformation in the Ottoman Empire. In the traditional period, civil servants trained through the master–apprentice model proved insufficient in meeting increasing administrative demands, making it necessary to link entry into and promotion within the district governorship to an examination-based system. In particular, the 1882 Regulation on the Promotion and Retirement of Civil Servants and the Regulation of the Civil Servant Selection Commission placed the examination system on a legal foundation by establishing detailed rules for application, evaluation, and promotion procedures. With the reforms introduced in 1903, examinations were divided into ranks, their scope was expanded, and a high minimum passing score was introduced. Written examinations covered fields such as law, administration, history, geography, finance, and economics, aiming to measure not only theoretical knowledge but also candidates’ reasoning and practical abilities. Conducted under the supervision of official commissions, these examinations strengthened central authority over the provinces and became an institutional instrument of merit and professionalization in the Ottoman bureaucracy.
