Abstract

Bureaucracy was one of the fundamental building blocks of political life in the Ottoman Empire. The state administration became centralised and absolute through these institutions. These institutions determined the state's political and military order, land administration method and tax system, thereby exerting influence over its political and social structure. Bureaucracy was also applied in the gunpowder factories, which were one of the Ottoman Empire's institutions. When the Ottoman army required gunpowder during campaigns and wars, a decree was sent to the administrator of the nearest gunpowder factory, instructing them to prepare the required amount and transfer it to the desired location. If gunpowder was required for castles, a petition was first sent to the centre and presented to the Sultan with a memorandum. If approved, a royal decree was sent to the administrator of the gunpowder factory closest to the castle in question. Indeed, during the campaigns in Rumelia, the Thessaloniki Gunpowder Factory met the gunpowder needs of the army and the nearby castles. In this context, orders sent to the factory stated that the requested gunpowder should be delivered to the official who came to receive it; a receipt should be obtained and given; and a document should be prepared in the presence of the qadi. It was ordered that a copy of the prepared document be written on the back of the sent decree and returned to the imperial centre. Similarly, various records were kept by officials such as the emini and mübaşir regarding the procurement of gunpowder raw materials, and these records were entered into the accounts ledgers prepared by the accounts office. Expenses incurred during the procurement of gunpowder were recorded in treasury memos. This study will examine the bureaucracy involved in procuring gunpowder, with a focus on the Thessaloniki Gunpowder Factory.
