Abstract
The green economy approach aims to address economic growth in conjunction with environmental sustainability and social well-being. Transportation systems stand out as one of the most critical areas of the green economy in terms of energy consumption and greenhouse gas emissions. The aim of this study is to examine the green economy and transportation systems from an environmental perspective; to determine the current state of the concept of smart transportation through green economy, green transportation, and sustainability, both globally and in Turkiye. In doing so, current trends revealed in relevant databases are also evaluated. Within this framework, with a human and environment-oriented future goal, transportation approaches aimed at reducing carbon emissions, policies aimed at more conscious and efficient energy use, sustainable alternative solutions to non-renewable energy sources, and smart transportation applications offered by digital technologies are considered from a holistic perspective. The green transformation to be implemented in the transportation sector will support economic development and social well-being as well as reducing environmental problems. In this context, the study utilizes databases such as Web of Science, Scopus, and TR Dizin, and an analysis framework based on national and international literature and policy documents has been determined. In conclusion, it has been observed that there is a strong and complementary relationship between the concepts of green economy, green transportation, sustainability, and smart transportation systems, both globally and in Turkiye.

Yeşil ekonomi yaklaşımı, ekonomik büyümeyi çevresel sürdürülebilirlik ve toplumsal refah ile ele almayı amaçlamaktadır. Ulaşım sistemleri ise enerji tüketimi ve sera gazı salımları açısından yeşil ekonominin en kritik alanlarından biri olarak öne çıkmaktadır. Bu çalışmanın amacı, yeşil ekonomi ve ulaşım sistemlerini çevresel perspektiften ele alarak; yeşil ekonomi, yeşil ulaşım ve sürdürülebilirlik aracılığıyla akıllı ulaşım kavramının geldiği noktayı dünya ve Türkiye açısından tespit etmeye çalışmaktır. Bunu yaparken geçerli veri tabanlarında ortaya çıkan güncel eğilimler de ayrıca değerlendirilmektedir. Bu çerçevede, insan ve çevre odaklı bir gelecek hedefiyle, karbon salınımını azaltmayı amaçlayan ulaşım yaklaşımları, enerjiyi daha bilinçli ve verimli kullanmaya yönelik politikalar, yenilenemeyen enerji kaynaklarına alternatif sürdürülebilir çözümler ile dijital teknolojilerin sunduğu akıllı ulaşım uygulamaları bütüncül bir bakış açısıyla ele alınmaktadır. Ulaşım sektöründe gerçekleştirilecek yeşil dönüşüm, çevresel sorunların azaltılmasının yanı sıra ekonomik kalkınma ve toplumsal refahı da destekleyecektir. Bu kapsamda çalışma Web of Science, Scopus ve TR Dizin gibi veri tabanlarından yararlanmış ve literatürdeki ulusal ve uluslararası literatür ile politika belgelerine dayalı bir analiz çerçevesi belirlenmiştir. Sonuç olarak, yeşil ekonomi, yeşil ulaşım ve sürdürülebilirlik kavramı ile akıllı ulaşım sistemleri arasında hem dünyada hem Türkiye’de güçlü ve tamamlayıcı bir ilişki bulunduğu görülmüştür.
