Abstract

Artificial intelligence (AI) is a cutting-edge technology that enhances efficiency across multiple sectors through the effective analysis of diverse data sources. Governments are continuously publishing strategic AI plans to adapt to AI-centric digital transformation. These plans address various concepts, including infrastructure investments, ethical and human values, innovation speed, political barriers, inclusiveness, and transparency. These efforts are critical for establishing the necessary infrastructure for the development of smart cities that integrate innovative systems and improve citizens’ quality of life. Smart mobility constitutes a key pillar of smart cities and is directly linked to the efficiency of these systems. Experience in AI governance underscores the importance of evaluating how national strategies affect such critical sectors. This study first evaluates the United States Artificial Intelligence Action Plan, published by The White House on July 10, 2025, using the SWOT analysis method. Subsequently, recommended policy actions and their potential impacts on smart mobility are examined in the light of literature findings. The SWOT analysis highlights advantages such as accelerated innovation and increased inter-institutional collaboration, as well as some disadvantages such as environmental and ethical concerns. Accordingly, this study presents recommendations for the transportation industry, which necessitates a strategic approach to diversity and inclusion. The findings of this study offer valuable insights for policymakers, urban planners, and transportation professionals in understanding the practical impact of AI strategies on smart mobility.
