Abstract

This study examines the design and contribution to training effectiveness of an online Learning Management System (LMS) module developed to digitalize occupational health and safety (OHS) training processes at a state university. Against the passive participation and documentation challenges of traditional OHS training delivery (mandated by Article 17 of Law No. 6331), an innovative system featuring a Mandatory Monitoring Rate and In-process Formative Assessment mechanism was designed. The system integrates a content library, mandatory interaction mechanism, final examination, and QR code-verified digital certification in a unified architecture. Using the Design Science Research (DSR) methodology, the system was evaluated against SCORM/xAPI standards. Pilot implementation across n=30 personnel from three hazard classes showed that training completion time averaged 75 minutes (SD=4.2) with In-process Formative Assessment active, compared to 45 minutes (SD=12.1) in the traditional system. The final examination mean score was 82/100 (SD=6.5), with 78% of participants passing on the first attempt. Certificate issuance time was reduced to instant automation (<1 second) from an average of 4 days, while UUID-based QR verification—which checks not only a certificate's authenticity but also whether its validity period has expired—minimized document forgery risk. Built with open-source technologies, the system requires no licensing costs. The study presents a potentially adaptable model for public institutions seeking to digitalize OHS training compliance obligations under Law No. 6331.

Özet

Bu çalışma, bir devlet üniversitesinde iş sağlığı ve güvenliği (İSG) eğitim süreçlerini dijitalleştirmek amacıyla geliştirilen çevrimiçi Öğrenme Yönetim Sistemi (ÖYS) modülünün tasarımını ve eğitim etkinliğine katkısını incelemektedir. 6331 sayılı İş Sağlığı ve Güvenliği Kanunu'nun 17. maddesiyle zorunlu kılınan eğitimlerin geleneksel yöntemlerle yürütülmesindeki pasif katılım ve belgeleme sorunlarına karşın; Zorunlu İzleme Oranı ve Süreç İçi Anlık Değerlendirme algoritmalarıyla çalışan yenilikçi bir sistem tasarlanmıştır. Sistem; içerik kütüphanesi, zorunlu etkileşim mekanizması, final sınavı ve QR kod doğrulamalı dijital sertifikasyon akışını bütünleşik olarak sunmaktadır. Tasarım Bilimi Araştırması yöntemiyle yürütülen çalışmada sistem, SCORM/xAPI standartlarıyla karşılaştırmalı olarak değerlendirilmektedir. Farklı tehlike sınıflarından n=30 personeli kapsayan pilot uygulamada; Süreç İçi Anlık Değerlendirme aktif olduğunda eğitim tamamlama süresi ortalama 75 dakika (SS=4,2) olarak ölçülmüş ve pasif izlemenin mümkün olduğu geleneksel sisteme kıyasla (Ort.=45 dk, SS=12,1) artmıştır. Final sınavı genel puan ortalaması 82/100 (SS=6,5) olup katılımcıların %78'i sınavı ilk denemede başarıyla tamamlamıştır.
