Abstract
In the early Islamic states, particular attention was paid to the selection of prison personnel. Prisons employed officials such as directors, police officers, and guards. Although the Ottoman State sought to demonstrate the same level of care in selecting prison staff, the financial difficulties it faced during its final century significantly hindered these efforts. In 1880, to ensure uniformity in prison administration and practices, a draft regulation on prisons was issued. Around the same period, Payas Prison, originally functioning as a fortress prison, was converted into a public prison (hapishane-i umumi). In 1886, a decision was made to appoint a prison director to Payas Prison and to increase the number of prison guards. Despite these measures, prison directors struggled with security problems, unhealthy physical conditions, and overcrowding. Some officials engaged in irregular practices, while others faced conflicts with local administrators. The insufficient number of guards and soldiers, combined with the frequent appointment of unqualified personnel, led to serious security issues within the prison. Moreover, prison guards and soldiers responsible for maintaining security faced persistent financial hardship. Physicians working in the prison encountered similar difficulties; while some fulfilled their duties conscientiously, others were involved in corrupt practices. This study examines the working conditions and professional qualifications of the staff employed at Payas General Prison within the broader context of Ottoman prison administration.
