Abstract
Migration is an important phenomenon that has existed throughout human history and deeply affects human life in terms of security. People interacted with each other as a result of migration movements. Although these interactions vary from society to society, they have taken place or continue for different lengths of time. While the phenomenon of migration was not a security-related problem at the beginning, it has become a security problem at the international level over time. The perception of threat in local cultures due to migration, social turmoil due to migration and similar situations have made it necessary to evaluate the phenomenon of migration in the context of security. In this study, in which the security problem dimension of the concept of migration will be explained with the propositions of the securitization concept developed by the Copenhagen School theorists, the self-developing securitization process of the migration phenomenon throughout history will be examined at the international level.

Göç insanlık tarihi boyunca var olan ve güvenlik bakımından insan hayatını derinden etkileyen önemli bir olgudur. İnsanlar göç hareketleri sonucunda birbirleri ile etkileşime girmişlerdir. Bu etkileşimler toplumdan topluma değişmekle birlikte farklı uzunlukta sürelerde gerçekleşmiş veya devam etmektedir. Göç olgusu başlangıçta güvenlik ile ilgili bir sorun değilken zamanla uluslararası düzeyde bir güvenlik problemi haline gelmiştir. Göç nedeniyle yerel kültürlerde oluşan tehdit algısı, göç nedeniyle meydana gelen toplumsal karmaşalar ve bunlara benzer durumlar göç olgusunun güvenlik bağlamında değerlendirilmesini zaruri hale getirmiştir. Göç kavramının güvenlik problemi boyutu Kopenhag Okulu teorisyenleri tarafından geliştirilen güvenlikleştirme konseptinin önermeleri ile açıklanacağı bu çalışmada göç olgusunun tarih boyunca kendiliğinden gelişen güvenlikleştirme süreci uluslararası düzeyde incelenecektir.
