National and international policies and strategies are developed in disaster management. In this context, local government units play a significant role in the formulation of national policies. This study focuses on the authority and responsibilities of local government units, specifically municipalities, during the disaster process. Within the framework of the Disaster Risk Reduction Plan (DRRP), prepared by the Ankara Provincial Disaster and Emergency Directorate under the coordination of AFAD's Planning and Risk Reduction Department, the integrated disaster management analysis of the Ankara Metropolitan Municipality is aimed.

Dünyanın farklı bölgelerinde meydana gelen doğal afetler, milyonlarca can ve mal kaybına yol açmakta ve ülkelerin ekonomik, sosyal ve kültürel yapılarında geri döndürülemez yıkımlara sebep olmaktadır. Bu nedenle her ülke afetlerin açtığı veya açabileceği etkileri en aza indirmek amacıyla çeşitli politikalar ve uygulamalar geliştirmektedir. Bu süreçte ise etkili bir afet yönetimi büyük bir önem taşımaktadır. Afet yönetimi, bir süreç olarak; afet meydana gelmeden önce hazırlıklı olmayı, riskleri azaltıcı önlemler almayı, afet sonrasında ise müdahale etmeyi ve iyileştirme faaliyetlerini yürütmeyi kapsamaktadır. Afet yönetiminde hem ulusal hem de uluslararası düzeyde politikalar ve stratejiler oluşturulmaktadır. Bu bağlamda ulusal politikalar oluşturulmasında yerel yönetim birimlerinin önemli bir rol oynadığı görülmektedir. Bu çalışmada ise yerel yönetim birimi olan belediyelerin afet sürecindeki yetki ve sorumluluklarına odaklanılmaktadır. AFAD Planlama ve Risk Azaltma Dairesi tarafından oluşturulan ve Ankara Valiliği İl Afet ve Acil Durum Müdürlüğü tarafından hazırlanan İl Afet Risk Planı (İRAP) çerçevesinde Ankara Büyükşehir Belediyesi’nin bütünleşik afet yönetim analizi yapılması amaçlanmaktadır.
