Abstract

The purpose of this study is to reveal the performance levels of regional development agencies in Türkiye and the changes in these performances over time. In this study, which examines the development agencies operating in 26 Level II regions in Türkiye, the performance of the agencies for the 2021–2024 period is analyzed using the entropy-weighted TOPSIS method, and their performance levels are calculated. As a result of the analysis, MARKA is identified as the development agency closest to the positive ideal solution throughout all the years examined. Considering the average efficiency coefficients for the 2021–2024 period, it is found that MARKA is followed by OKA, ZAFER, FKA, DİKA, DOKA, ORAN, ANKARAKA, AHİKA, and DAKA, respectively, based on high coefficient values. MARKA, which ranks first in the performance ranking, maintained its leading position during the relevant period, while the TOPSIS ranking of development agencies has changed significantly over the years. This result indicates that policies and practices need to be developed to improve the performance of development agencies in Türkiye in a sustainable way and to reduce performance differences. In this context, effective planning aimed at steadily improving agencies' performance within regional conditions, and the implementation of programs and strategic policies to increase efficiency, will contribute to improving agency performance and regional development.
