Abstract
The Balkans is a strategic region that provides Türkiye with a land link to the West, is interwoven with historical and cultural ties, and directly influences the security architecture. This study examines Türkiye’s foreign policy toward the Balkans over the period from 1923 to 2025 through four institutional cooperation mechanisms: the Balkan Entente, the Balkan Pact, the Southeast European Cooperation Process, and the Balkan Peace Platform. In the literature, Türkiye’s Balkan policy has generally been addressed in a fragmented manner by dividing it into periods, and the century-long continuity of these mechanisms has not been sufficiently evaluated from a holistic perspective. The study argues that Türkiye’s Balkan policy took shape in two phases: a security-oriented period (1923-1991) and a diplomacy-oriented period (post-1991), yet argues that in both periods, a facilitative and status-quo-oriented approach one that avoids unilateral power projection in the region and aims to ensure stability through multilateral mechanisms has demonstrated continuity. The study employs a historical-chronological analysis method, utilizing the Republic Archive of the Presidency of the State Archives of the Republic of Türkiye, the Turkish Diplomatic Archive of the Ministry of Foreign Affairs, the minutes of the Grand National Assembly of Türkiye, and periodicals of the era as primary sources. The study reveals that while Türkiye’s role in the Balkans has undergone instrumental transformation, it maintains structural continuity in terms of the principles of facilitation and regional ownership.
