Abstract

European societies are aging societies. In Sweden, the proportion of older people in the total population is on an upward trend and is expected to keep rising in the future. The aging dynamics in Sweden stem from a combination of low fertility rates and increasing average life expectancy. While longer life expectancy is a blessing, it also leads to the issue of dependency on care in old age. This situation leads to increased demand for early disease prevention and quality care services. Against this backdrop, Sweden's elderly care system will face major challenges in the coming years, due to demographic, social, and structural changes. In the next years, the aging population will require social and medical care support due to the increase in the population in need of care. Considering the existing shortage of qualified care personnel throughout Sweden, the question arises as to how the increasing demand for the care sector can be solved in the future. The aim of this study is to evaluate the care security system for the elderly in detail, using Sweden as a case study, as it is well developed in this area. It also aims to briefly analyze and compare the current care security systems of selected countries and to propose a care security model as a care insurance option expected to be offered in Turkey, where the elderly population has been growing rapidly in recent years.
