Abstract

Artificial intelligence, a technology with human-like problem-solving capabilities, can be defined as intelligent systems that can make human-like decisions and solve problems by learning from data. Considering that countries are the sustainable and driving forces of the economy in the global world order, the increasing digitalization and artificial intelligence research has revealed the need to measure countries' performance across various parameters. Therefore, to improve themselves and participate in the evolving global world order, countries must prioritize technology and develop themselves in this field. The Artificial Intelligence Readiness Index, developed by the International Monetary Fund (IMF), demonstrates countries' readiness for artificial intelligence by measuring their performance in areas such as digital infrastructure, human capital and labor policies, innovation and economic integration, regulation, and ethics. In this context, the study evaluates the AI readiness index performance of countries constituting emerging market economies using Grey Relational Analysis (GRA) and TOPSIS techniques, and their performance is determined.
