Abstract

This study aims to analyze the transformation of Türkiye’s disaster management system from its fragmented pre-2009 structure to the integrated and risk-oriented framework established by Law No. 5902. Employing a qualitative research design, the study examines legal texts, strategic plans, and Court of Accounts reports through document analysis. Furthermore, Türkiye's current model is evaluated comparatively with international examples such as Japan, the United States, and the European Union. The findings demonstrate that the 2009 reform and the establishment of AFAD reduced jurisdictional ambiguity, enhanced strategic planning capacity through documents such as TAMP and TARAP, and facilitated technological integration via systems like AYDES. Nevertheless, the February 6, 2023, earthquakes and audit reports revealed implementation gaps between on-paper plans and field execution, particularly in horizontal inter-institutional coordination, logistical synchronization, and local capacity. The study concludes that while Türkiye has completed its legal establishment phase, strengthening local governments and enhancing the physical resilience of communication infrastructure are required to achieve systemic effectiveness.
