Abstract
Water and sewerage services, which are of strategic importance in Türkiye, have transformed into a complex administrative process as a result of the metropolitan management model change and the expanding service areas in 2014. The outdated nature of the current legal framework and its incomplete compatibility with local government reforms negatively impacts the institutional performance of Water and Sewerage Administrations (SUKİ). In this study, regularity audit reports of thirty SUKİs from 2019–2024 were examined using document analysis, a qualitative research method. A significant increase in the number of audit findings was observed during the period examined, and it was determined that the problems are structural and systematic in nature rather than individual application errors. In particular, accounting errors affecting financial statements, weaknesses in inventory records of movable and immovable assets, irregularities in personnel appointments, and irrational tariff policies that are not cost-based were identified as the main problem areas. As a result of the study; Concrete solutions have been developed to revise Law No. 2560, prepared under the conditions of 1981, in line with current needs and local government reforms; to implement a central financial module for water and sewage systems; to increase merit-based personnel employment; and to enhance the effectiveness of internal control mechanisms.
