Abstract
This article examines the fragmented structure of audit units within public administrations in Türkiye, the institutional problems arising from this structure, and the need to restructure the audit function. In Türkiye, the audit function within public administrations is carried out through a hybrid framework combining the Continental European and Anglo-Saxon systems. Under the overarching strategic guidance of the State Supervisory Council, this function is performed by inspection boards, guidance and inspection presidencies, internal audit presidencies, and various controllership departments. This fragmented structure adversely affects institutional cohesion, audit effectiveness, and the professional security of auditors. Due to their conservative institutional character, audit units experience difficulty in adapting to the new governance requirements arising from megatrends such as global climate change and digital transformation. Based on a review and analytical assessment, this study recommends consolidating existing audit units under a single umbrella structured according to areas of specialization, subjecting auditors to a periodic certification system based on standards established by the Presidency of the State Supervisory Council, and strengthening audit processes through digital technologies to enhance the effectiveness of the audit function in Türkiye. It is anticipated that an effective audit mechanism restructured in line with climate change, sustainability, resilience, and digital transformation will strengthen institutions’ accountability, transparency, and capacity for resilience.
