Abstract
The modernization efforts initiated during the reign of Selim III in the Ottoman Empire, and later accelerated through the Tanzimat and Young Turk movements, led to an orientation toward the Western legal, educational, and administrative systems while simultaneously giving rise to new ideological currents similar to those emerging in Russia. In Russia, the modernization process that began under Peter I paved the way for profound socio-cultural and political transformations, resulting in the emergence of conservative and nationalist ideologies rooted in tradition as a form of resistance. This study examines the general structure of Occidentalist discourses in the late nineteenth and early twentieth centuries within the Ottoman and Russian Empires, emphasizing their cultural implications through identity formation and essentialist perspectives. While the West was instrumentalized as a counter concept of self-definition, the East pursued subjectivity through the notion of civilization. Although the modernization processes of both empires evolved in different temporal and sociological contexts, this comparative framework highlights how two non-Western societies sought to understand their shifting center–periphery positions, identity formation, and transformation within the context of Western centered modernity.
