Abstract

The cutlery sector, which is concentrated in the Serinhisar district of Denizli Province, does not sufficiently utilize data-driven decision-support mechanisms for expanding into foreign markets, despite its long-standing production tradition and high production capacity. The objective of this study is to identify the most suitable target export markets for Serinhisar producers of cutting-edge knife products falling under HS Code 82.11, using a multi-criteria decision-making framework and an objective model. The study utilized 2024 data obtained from the International Trade Centre (ITC) Trade Map database, and the top 20 countries in terms of global import volume were included in the evaluation. Alternative countries were analyzed based on the following criteria: 2024 import value, annual value growth for the 2020–2024 period, average distance to supplier countries, and the estimated average customs duty applied. Criterion weights were objectively calculated using the CRITIC method; the EDAS method was used to rank the alternative countries; and the COPRAS method was also employed to compare and validate the results. According to the CRITIC findings, the criterion with the highest weight was annual value growth, followed by import value, customs duty, and distance. According to EDAS results, the most suitable target markets were identified as Italy, Brazil, and Belgium, in that order. In the COPRAS results, Brazil, Italy, and Belgium ranked in the top three. The fact that the same countries appear in the top ranks in both methods indicates that these markets represent strong and stable targets for the Serinhisar cutlery sector. In conclusion, the study demonstrates that multi-criteria decision-making approaches, which focus not only on market size but also on growth potential and cost factors, produce more balanced and strategic decisions in target market selection. In this regard, the study aims to contribute to the literature by presenting target market prioritization using objective weighting and multi-criteria ranking methods based on actual trade data for a local sector with a traditional production structure.
