Abstract

This study examines the urban plan of Priene, an ancient city located within the present-day borders of Söke–Aydın, Türkiye. In this context, the study aims to evaluate the city plan of Priene not merely as an architectural and urbanistic practice, but as a spatial expression of political organization. Designed in the mid-4th century BCE and regarded as one of the best examples of the Hippodamian plan, Priene presents a rational grid system implemented despite challenging topographical conditions. Using a qualitative methodology based on literature review and archaeological evidence, the study analyzes how the urban plan was shaped by priorities such as climatic and environmental adaptation, defensive organization, and land distribution. The uniform arrangement of residential insulae, the high proportion of space allocated to public areas, and the spatial positioning of political institutions such as the prytaneion and the bouleuterion are interpreted as concrete manifestations of the principles of isonomia and isegoria within the city. Within the framework of Aristotle’s conceptualization of the zoon politikon, Priene is understood as having produced a civic ecology that supported the practice of citizenship. Consequently, the study argues that ancient urban planning was not merely a technical arrangement, but a practice of political rationalization that constituted the institutional foundation of public and political participation as a form of social contract.
